here is the beltway to 02, and in virginia, we looked good. 395, through the beltway looking good. >> off to a quiet start. we are following breaking news from japan. that is where a meter high tsunami has hit after a 7.3 magnitude earthquake. this follows the tsunami back in march of 2011. the tsunami was strong enough to shake buildings in tokyo. some 280 miles away -- an aftershock followed that. we are waiting any information of any damage. the 2011 quake killed 19,000 people. we will report on the story throughout the morning. >> a d.c. neighborhood plagued

with flooding -- there is a major product -- project at a water filtration site. the bloomingdale neighborhood could be dry because of this project. this is the site where three storm drains converge. ." >> they took in a bunch of sewage water. >> when his home flooded or times in just four months this summer -- having dried out with no help from district officials he is hoping that he is one step ahead. >> we will have to hold our breath for next year. sandbags and such. >> d.c. water officials are hoping to have a new system in place to prevent this type of severe flooding as early as 2014. the plan? twofold. the first would be to confer --

to sign new legislation. the child protection act doubles the maximum conviction for those convicted of child pornography with those children under the age of 12. it gives broader powers to u.s. marshals. in the meantime, a fairfax county elementary school teacher has been indicted on child pornography charges. robert fenn was arrested back in june. he taught special education students. investigators say that the access to child pornography websites. >> of montgomery county office will student charged with bringing on unloaded gun at the school is expected in a hearing today. he went to magruder high school on thursday morning even though he was suspended. an officer told them that he was not supposed to be there.

>> checking our top stories, the see will break ground on a project aimed at keeping a northwest neighborhood and dry. the bloomingdale neighborhood almost always has flooding with major rain storms. one part of the project will be done by 2014. the full plan will not be done until 2022. it will be tough to get around using the metro this weekend. portions of a read, green, and yellow lights will be shut down the track work. a man accused of murdering an arlington a jewelry store owner is expected in court today for a parole hearing.

police say a man killed the jewelry store owner back in july. >> more are watching the crisis in syria. there are concerns that bashar assad will use chemical weapons -- there is evidence of the military using -- getting ready to use chemical weapons against the rebel forces. >> as the fighting in syria -- on a, secretary of defense leon panetta said that the latest intelligence raised serious concerns that the syrian president may turn chemical weapons on his own citizens. >> the whole world is watching. the whole world is watching very closely. the president of the united states has made very clear that there will be consequences. there will be consequences if
